PROCEDURES ON APOINTMENT SYSTEM FOR CONSULAR SERVICES
Further to Advisory No. 12 dated 26 April 2020 on the Implementation of Appointment System, the Philippine Consulate General in Toronto informs the public that it will implement the Appointment System for all consular services starting 25 May 2020.
The following guidelines will be in place in order to ensure the safety of the public, maintain physical distancing and for effective crowd control management:
- Appointments will be scheduled between 10:00 am and 3:00 pm, Mondays to Fridays, except on Philippine and Canadian holidays.
- The Appointment System will be strictly implemented. Only applicants will be allowed in the Consulate, except for seniors, PWDs or minors requiring assistance. All applicants must come to the Consulate only at their appointed time and date. Failure to appear at the appointed time and date will cause the forfeiture of one’s appointment. Please come 10 minutes before your appointment.
- All applicants will be requested to execute a Health Declaration Form upon entry in the Consulate.
- All applicants are requested to wear non-surgical masks
All applicants must bring with them complete documents and a self-addressed Canada Post Xpress post envelope in order to mail back the documents or passports to the applicants.

- PASSPORTS DUE FOR PICK-UP: For those who received an email or telephone notification that their passports are due for pick-up, instead of personally claiming your passport, please send a self-addressed Canada Post Xpress post return envelope, together with your old (latest) passport.

Applicants will be notified of their appointment slots through phone calls or emails and are advised to come in with complete requirements.

- Application for NBI Clearance will be processed through mail. Applicants may send a letter to the Philippine Consulate requesting for NBI Form No. 5 with a return self-addressed/stamped envelope so the Consulate can mail the NBI form. Kindly indicate the applicant’s citizenship for the issuance of the proper form. Please accomplish the form and have your fingerprints taken at any nearest RCMP station or RCMP-accredited fingerprinting office in your area and request for the calling card of the officer who took the impression of your fingerprint.
